Way now clear for the Budget to proceed

Despite the continuing discussions aimed at achieving a solid bond between both factions of the democratic party, Finance Minister Hon Wilkie Rasmussen is confident pressure is now off the Budget process.
With both factions of the Party seeking reunification following their recent conference, solid support for the Budget can be expected.
Rasmussen informed the Herald on Wednesday morning that when Parliament is called, the Budget can be tabled and passed.
He does not foresee any complications or last minute disruptions however the smooth introduction of the Budget depends upon one key player, the Speaker.
Rasmussen said this would be a “stock take Budget” and he anticipated introducing it into the House earlier than most people expect, possibly before the end of June. He is awaiting feedback from the HOMs with their adjustments before putting the Budget before Cabinet for approval.
Rasmussen is optimistic next year’s Budget will see some growth in the economy.
He is concerned at the creative accounting that has characterized previous Budgets and is keen to bring a more realistic look to this Budget. For example he is not keen to apply such items as projected overseas loans and depreciation as a means to reduce the deficit and balance the Budget.
There are also funds being tied up or locked into proposed projects some of which never get started.
Liabilities are also a concern to Rasmussen for instance the $14 million shipping dispute which has remained unresolved for years. Two reviews will impact on future Budgets. The Public Service Review has highlighted concerns with the salary banding with many staff salaries to be adjusted. The review of Internal Affairs is also looking into possible ways to means test pensioners. - Charles Pitt
