Money supply explanation still not clear

Constitutional lawyer Dr Alex Frame and Solicitor-General Janet Maki have been consulted by government in regard to sustaining the money supply after 20 November according to a news release.
Financial Secretary Kevin Carr was reported in the news release issued by Finance Minister Dr Terepai Maoate’s office as saying there is sufficient funding under Section 70 of the constitution until 20 November.
Dr Frame and Janet Maki were reported as saying in the same news release that it is within the terms of the Constitution for a proclamation by the Queen’s Representative to authorise “caretaker” bridging expenditure. This is until parliament can meet.
If this is possible, then this is wonderful news.
SURPRISE
However, Leader of the Cook Islands Party Henry Puna told the Cook Islands Times on Saturday that the comments would be looked into and the matter studied. That is understandable for as a lawyer, the news of such a proclamation has come as something of a surprise.
While the statement issued from Dr Maoate’s office said government has received assurances from Dr Frame and Janet Maki, no copies of their legal opinion have reached the media.
Without any details, the public is placed in the situation of being asked to trust government because it obviously knows what it is doing.
HOW?
If the provision for such a proclamation being made lies within the Constitution, how is it no local legal experts have noticed it?
Where in the Constitution is the provision? Under what section is it?
Dr Maoate’s office is requested to make the details of Dr Frame’s and Janet Maki’s opinions public so the confusion over the money supply can be put to rest once and for all.
