MOU for fisheries co operation with American Samoa
Friday 31 August 2012 – Fisheries cooperation between American Samoa and the Cook Islands is being strengthened through a Memorandum of Understanding (MoU) signed by the Governor of American Samoa, His Excellency Togiola T. A. Tulafono, and the Minister of Marine Resources, the Hon. Teina Bishop.
This MoUrecognizes the significant mutual interests that exist between the two parties in the sustainable development, management and conservation of western and central Pacific tuna fishery resources.
The agreement seeks to complement and enhance commitments already established under the existing Memorandum of Understanding between the United States of America and the Cook Islands on mutual cooperation in the sustainable management and conservation of Western and Central Pacific fishery resources, which was signed in January 2008.
Additionally, the MOU recognizes that Pago Pago is a key tuna processing and operational port for fishing vessels operating in the sub-region which in particular, includes vessels licensed to fish in Cook Islands waters.
The MOU will provide effect to the following:
1. In order for the Cook Islands to more effectively monitor their licensed fishing vessels that use the port of Pago Pago, as well as to promote effective cooperation with American Samoa in fisheries management, conservation and development, the Cook Islands Ministry of Marine Resources (MMR) will be permitted to establish an office in American Samoa;
2. The MMR may seek assistance from regional agencies in meeting the objectives of this MOU, and may in future also consider the provision of support services to other Pacific Island Countries, which may be covered by way of a subsidiary arrangement to the MOU
3. The MOU also covers a range of other areas of cooperation including: the exchange of information on fisheries matters, including in the areas of vessel compliance and enforcement; cooperation and assistance with the operation of the Cook Islands national observer programme; cooperate in fisheries research; allow for joint studies, exercises and training programs to be conducted, exchange visits of fisheries and marine resources personnel, and to identify points of contact in order to facilitate regular and effective communication between the respective Governments.
